Fang Cai, Ph.D., Assistant Director Board of Governors, Federal Reserve Bank of New York

Fang Cai is an assistant director in the Division of Financial Stability at the Federal Reserve Board. She oversees the Financial Stability Assessment (FSA) Section, which is responsible for assessing systemic risks arising from financial markets and institutions, as well as understanding how shocks propagating through the financial system could affect the provision of credit and other financial services. Fang leads policy analysis and research in areas related to asset managers and nonbank financial stability topics. Her research has been published in journals such as the Journal of Financial Economics, Journal of International Money and Finance, Journal of Financial Research, and Finance Research Letters. She also represents the Board in both domestic and international financial stability settings. Fang joined the Board in 2002 as an economist in the Division of International Finance.

She moved to the Division of Financial Stability in 2014 and later served as the chief of the FSA Section. She holds a BA in International Finance from Renmin University of China and a PhD in Finance from University of Michigan.
